Intellectual / Developmental Disability (I/DD) Waiver Program

The Intellectual / Developmental Disability (I/DD) waiver serves individuals age five and older who meet the definition of intellectual disability, having a developmental disability or are eligible for care in an Intermediate Care Facility for Individuals with Intellectual Disabilities (ICF-IID). Those with a developmental disability may be eligible if their disability was present before age 22 and they have a substantial limitation three or more areas of life functioning.

  • Targeted Case Management (This is not a waiver service and is available once you are found eligible for I/DD services. If you are not KanCare eligible, there may be a fee for this service.)

Eligibility

  1. Must be 5 years of age or older;
  2. Have Intellectual Disability that began before the age of 18;
  3. Have a diagnosis of a Developmental Disability that began before the age of 22;
  4. Must be determined program eligible by the Community Disability Determination Organization;
  5. Meet the Medicaid long-term care institutional threshold score;
  6. Be financially eligible for Medicaid.

Enrollment

To apply for the I / DD waiver, contact your local CDDO. The CDDO will determine program eligibility and will work with you and/or your family to access services from a variety of community service providers in your local area. To locate your local CDDO please view the CDDO Map 2023 or refer to the entry points by county section of the HCBS Access Guide.

Waiver Renewal Sessions

KDADS is seeking feedback from HCBS stakeholders for the renewal of the Intellectual / Developmental Disability (I/DD) Waiver. KDADS will host virtual and in-person meetings to share information and accept public comment. These meetings are an opportunity for you to learn about any planned changes to the I/DD Waiver and share feedback on what you think is going well and what could be improved.

Public Comment ends March 16th, 2024.
