Disaster Planning and Recovery

KDADS Community Services and Programs Commission is the state agency responsible for oversight of the Kansas State Crisis Counseling Plan that provides crisis counseling in the event of a disaster.

KDADS contracted with EmFusion, LLC, to implement the State Crisis Counseling Plan and disaster planning for Community Mental Health Centers (CMHCs) in the form of training, table top exercises, and technical assistance for writing and updating disaster response plans for CMHC catchment areas. The State Crisis Counseling Plan described who will do what, as well as when, with what resources, and by what authority -- before, during, and immediately after an emergency.

As part of the work with EmFusion, two templates were created for CMHCs to use for Emergency Operations Planning (EOP) and Continuity of Operations Planning (COOP).
