Kansas Strategic Prevention Framework (SPF) - Partnership for Success (PFS) for States Initiative

Kansas Strategic Prevention Framework (SPF) - Partnership for Success (PFS) for States Initiative is a five-year federal grant that was awarded to Kansas by the Center for Substance Abuse Prevention (CSAP), a sector of the Substance Abuse and Mental Health Services Administration (SAMHSA), in 2024. This initiative is dedicated to preventing substance use among youth and young adults, while promoting the well-being of individuals and communities. The eight counties identified within this program are Finney, Ford, Geary, Grant, Harvey, Reno, Seward, and Wyandotte.


Four Core Goals

  1. Increase perceptions of harm for alcohol and marijuana use among youth/young-adults ages 12-20.

  2. Reduce the onset and progression of alcohol and marijuana use among youth/young-adults ages 12-20.

  3. Promote individual and community health and wellness to enhance mental health among youth/young adults aged 12-20.

  4. Increase the prevention infrastructure capacity in identified counties through utilizing the SPF to implement data-driven substance use prevention and mental health promotion strategies.

To achieve these goals, the KS SPF-PFS States initiative will implement three foundational elements:

  1. For youth professionals – Free PAX Tools Community-Based trainings for professionals within the catchment area. These programs are specifically designed for human service and youth workers who support youth and young adults aged 12-20 in non-school environments. With PAX, professionals will learn evidence-based strategies to support children’s social and emotional development, helping to create nurturing environments for youth.   2. For parents & caregivers - Free Guiding Good Choices (GGC) training opportunities for catchment area parents, foster parents, guardians, and other adult caregivers of youth ages 8-14. Throughout the 6-week course, families will learn ways to build or maintain lasting relationships, improve communication within the family, and help reduce the inevitable substance use risks they encounter as their children become more independent.   3. For community coalitions & prevention sectors – Annually, KDADS will award a maximum of 16 total subrecipient grants to eight community organizations (e.g., community coalitions, businesses, and/or other sector groups) and eight youth/young-adult led organizations/coalitions. The purpose of these subrecipient grants is to support local, evidence-based efforts in substance use prevention strategies. Specific approaches should focus on the reduction of alcohol and marijuana use for youth and young adults, enhancing mental health and wellness for youth/young adults and parents/caregivers, as well as promoting family and community connection.
