CSW For Participants

Interested in learning about or maybe even enrolling in the Community Supports Waiver (CSW)? This page will help explain the CSW, including who qualifies for it and what services it covers.


About the CSW

The CSW is a new Medicaid waiver program that will expand community care choices and supplement natural supports for individuals with intellectual and developmental disabilities (I/DD). The goal of the CSW is to help Kansans with I/DD who do not need 24-hour paid support to live more independently at home and in their communities.

Eligibility

To be eligible for the CSW, you must meet all of the following requirements:

  • Be 5 years of age or older
  • Have an intellectual disability that began before age 18 or a developmental disability that began before age 22
  • Be determined program eligible by KDADS
  • Meet the Medicaid threshold for long-term institutional care
  • Be determined financially eligible for Medicaid by KDHE
  • Be a resident of Kansas

Self-Directing Services

Anyone receiving services under the CSW can choose to self-direct five services:

  • Personal Care Services
  • Respite
  • Family/Caregiver Support and Training
  • Non-Medical Transportation
  • Individual-Directed Goods and Services (IDGS)

Enrolling in the CSW

Once the CSW opens, your CDDO can help you decide whether it is a good fit for you. If you choose to move forward with the CSW and there are open spots, you will need to have a current functional assessment on file. KDADS will use information from that assessment to determine if you are functionally eligible for the CSW.CSW Enrollment Not Open

If KDADS decides you are functionally eligible, KDHE will determine if you are financially eligible before you can enroll. Once KDHE decides you are financially eligible, KDADS will send you an eligibility notification.

Enrollment Order

You can apply for the CSW at any time. But KDADS will process applications based on how long an applicant has been on the I/DD Waiver waitlist. KDADS will process applicants in the following order:

  • CSW applicants who are currently on the I/DD Waiver waitlist
  • CSW applicants who are not on the I/DD Waiver waitlist

The CSW will not have a waitlist. If the waiver reaches capacity, KDADS will not process applications until more spots become available.

Leaving the I/DD Waiver Waitlist

If you are on the I/DD Waiver waitlist and choose to enroll in the CSW, you will have to give up your waitlist spot. You cannot be on the I/DD Waiver waitlist and enrolled in the CSW at the same time.

If you are on the I/DD Waiver and transition to the CSW, you will not be able to return to the I/DD Waiver directly. You will have to rejoin the waitlist—unless you qualify for crisis or reserve capacity. Click the button below to learn more about the differences between the two waivers.
