Home- and Community-Based Services (HCBS) oversees a system of community-based supports and services for persons in Kansas with disabilities. Providers include a variety of not-for-profit and for-profit organizations and governmental entities. These services are provided through eight HCBS waiver programs

Current HCBS Waivers

The Medicaid Home- and Community-Based Services (HCBS) waiver program was authorized under Section 1915(c) of the Social Security Act. Through this program, Kansas can provide different services that allow those who need care to receive services in their homes or communities. Under the HCBS waiver program, Kansas can waive certain Medicaid requirements, allowing the state to provide supports and services to people who might not otherwise be eligible for Medicaid. Through the waivers, Kansas targets services to people who need LTSS. The following list contains the eight (8) approved HCBS waivers that Kansas operates.

Statewide HCBS Assessing Organization

Kansas offers eight HCBS waivers designed to support individuals with diverse needs. Of these, the Statewide HCBS Assessing Organization, operated by Maximus, is responsible for conducting level of care assessments for three specific waivers: Brain Injury (BI), Frail Elderly (FE), and Physical Disability (PD). This organization also provides support for PACE services.

CDDOs are the assessing entity for the Intellectual/Developmental Disability (IDD) and Community Support (CS) waivers.
